Increases State and Public School Life and Health Insurance Board membership from 14 to 15 voting members, including changes to public school employee representation and addition of a retired public school employee position

Requires participants in consumer-driven health insurance plan options to establish health savings accounts

Expands Benefits Subcommittee membership to include three (3) public school employees and one (1) retired public school employee, and requires Drug Utilization and Evaluation Subcommittee to include two (2) public school employees with expertise in accounting, finance, auditing, or insurance

Adds board duty to verify dependent eligibility and requires implementation of a policy beginning in 2014 plan year to identify and use non-federally-taxable funds for premium assistance

Repeals requirement that school districts use matrix per-student health insurance funding within specific school years, replacing it with notification requirements; defines "rural school district" as having 1,000 or fewer average daily membership students; restricts "dependent" definition beginning 2015 plan year to exclude legally separated/divorced individuals and spouses with alternative employer-provided healthcare coverage
