Requires public school employees to work an average of at least 30 hours per week during the annual school year to be eligible for the State and Public School Life and Health Insurance Program beginning in the 2015 plan year.

Makes public school employees in variable hour positions ineligible for the program.

Repeals Arkansas Code § 6-17-1111 (life and disability insurance employee eligibility provisions) effective January 1, 2015.

Repeals Arkansas Code § 6-17-1116 (school bus driver provisions) effective January 1, 2015, though full-time school bus drivers may participate in the insurance program at their own cost unless the school district opts to pay.

Declares an emergency, making the new 30-hour eligibility requirement effective immediately upon Governor approval, expiration of veto period, or veto override.
