Amends Arkansas Code § 19-11-801(d) to clarify the definition of "construction management" and its three types: agency construction management, at-risk construction management, and general contractor construction management.

Adds definition of "bid package" as a defined scope of trade work determined by the construction manager to receive bids from trade contractors and vendors.

Requires construction managers to secure at least three bids on all bid packages for trade work and vendor contracts, with documentation required if unable to obtain minimum bids and owner authority to waive the requirement.

Mandates construction managers to prepare tabulated bid forms for owners and be present when sealed bids are opened, with owner or owner's representative having the right to approve or disapprove trade contractors before final contract awards.

Modifies public school district notification requirements to annually publish public notice of intent to receive requests for qualifications for construction management services for three consecutive days in local newspapers with a minimum ten working day response period.
