Authorizes the Department of Higher Education to approve scholarship holds for up to 24 months for medical conditions requiring hospitalization, outpatient care, or recuperation as certified by a physician.

Permits scholarship holds for personal or family emergencies including attending a funeral of an immediate family member or visiting a relative with a life-threatening medical condition.

Allows scholarship holds for military service under Arkansas Code § 6-61-112.

Enables scholarship holds for commitments of 12 to 24 months in national or international humanitarian projects sponsored by nonprofit organizations with charitable or educational purposes, requiring written agreements with completion terms.

Applies these scholarship hold provisions to the Arkansas Governor's Scholars Program, general scholarship programs, and the Arkansas Workforce Improvement Grant Program, with the Department required to release holds if students fail to complete written commitments.
