Appropriates $728,580 from the Motor Vehicle Commission Fund for the fiscal year ending June 30, 2016, including $286,426 for regular salaries and $98,457 for personal services matching.

Allocates $181,197 for operational expenses, $5,000 for conferences and travel, $7,500 for professional fees, and $150,000 for motor vehicle education and training grants.

Requires all fund disbursements to comply with state procurement, accounting, budgetary procedures, and fiscal control laws, with regulations promulgated by the Department of Finance and Administration.

Declares an emergency clause to make the act effective July 1, 2015, as required by the Arkansas Constitution's one-year appropriation limitation and necessary for agency operations.
