Establishes maximum of 3 regular employees for the Arkansas Manufactured Home Commission for fiscal year 2015-2016: one Director (Grade C124), one Supervisor (Grade C116), and one Specialist (Grade C114)

Appropriates $269,970 from the Manufactured Home Standards Fund for personal services and operating expenses, including $145,555 for regular salaries, $47,827 for personal services matching, and $66,038 for operating expenses

Appropriates $225,000 from the Manufactured Housing Recovery Fund for investments and claims, including $40,000 for maintenance and general operations, $50,000 for refunds/reimbursements, and $135,000 for claims

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and salary procedures as regulated by the Department of Finance and Administration

Makes the act effective July 1, 2015 as an emergency measure deemed essential to agency operations
