Establishes one position of Veterinary Board Executive Secretary (Grade C120) for the Veterinary Medical Examining Board for fiscal year 2015-2016.

Authorizes up to three (3) part-time or temporary employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $120,652 from the Veterinary Examiners Board Fund for personal services and operating expenses, including $61,869 for regular salaries, $9,775 for extra help, and $19,459 for personal services matching.

Allocates $14,848 for operating expenses, $281 for conferences and travel, $2,849 for professional fees, and $11,571 for rent and member reimbursement.

Declares an emergency clause making the act effective July 1, 2015, stating that the appropriation is essential to agency operations and required by Arkansas constitutional restrictions limiting appropriations to one-year periods.
