Establishes maximum of 11 regular employees for the State Board of Pharmacy for fiscal year 2015-2016, including 1 director, 1 assistant director, 3 registered pharmacists, 1 general counsel, 1 chief fiscal officer, 2 administrative analysts, 1 database coordinator, and 1 administrative specialist.

Authorizes up to 4 part-time or temporary "Extra Help" employees to be paid from appropriated funds at rates not to exceed the Uniform Classification and Compensation Act.

Appropriates $1,727,329 from cash funds for the State Board of Pharmacy covering regular salaries ($868,678), extra help ($16,000), personal services matching ($248,546), operating expenses ($486,985), conferences and travel ($29,120), professional fees ($25,000), refunds/reimbursements ($3,000), and impaired pharmacist program ($50,000).

Appropriates $50,000 to the University of Arkansas for Medical Sciences College of Pharmacy for pharmacy student loans, with authorization for the Board Director to request up to an additional $50,000 transfer if needed during the fiscal year.

Amends Arkansas Code §17-92-208 to change employment language for pharmacy board attorneys from mandatory payment of $366.65 monthly to discretionary compensation and changes "shall" to "may" regarding attorney reporting requirements and court appeal handling.
