Establishes 11 maximum regular employees for the Health Services Permit Agency for fiscal year 2015-2016, including a Health Permit Services Director at $105,940 and an Executive Director for the Developmental Disabilities Planning Council at $90,000.

Appropriates $376,288 from the Miscellaneous Agencies Fund Account for Health Services Permit Agency State Operations, including $222,179 for regular salaries, $70,941 for personal services matching, and $60,627 for operational expenses.

Appropriates $38,254 from the Miscellaneous Agencies Fund Account for the Developmental Disabilities Planning Council State operations.

Appropriates $1,421,896 from federal funds for the Developmental Disabilities Planning Council Federal operations, including $252,731 for regular salaries, $88,368 for personal services matching, and $690,929 for system change pilot grants.

Authorizes carry-forward of unexpended balances from fees and fines into the next fiscal year, requiring the Agency to provide written justification to the Department of Finance and Administration prior to June 30, 2016.
