Appropriates $275,025 to the State Board of Barber Examiners for fiscal year 2015-2016, including $158,939 for regular salaries, $10,802 for extra help, and $56,084 for personal services matching.

Establishes a maximum of 4 regular employees: one Board of Barber Exam Secretary (Grade C123), one Inspector (Grade C114), one Administrative Specialist III (Grade C112), and one Administrative Specialist I (Grade C106).

Authorizes up to one temporary or part-time employee as "Extra Help" when needed at rates consistent with the Uniform Classification and Compensation Act.

Requires the State Board of Barber Examiners to obtain prior review and consent from the Arkansas General Assembly before establishing any rules, regulations, or policies (effective July 1, 2015 through June 30, 2016).

Prohibits the State Board of Barber Examiners from denying applications for new barber colleges based on geographic proximity to existing barber colleges (effective July 1, 2015 through June 30, 2016).
