Appropriates $9,953,859 to the Arkansas Public Service Commission - Utilities Division for fiscal year 2015-2016, including $5,583,348 for regular salaries, $1,709,242 for personal services matching, and $998,000 for professional services, with a maximum of 89 employees authorized.

Appropriates $1,735,627 to the Tax Division for fiscal year 2015-2016, including $733,032 for regular salaries and $244,385 for personal services matching, with a maximum of 15 employees authorized.

Appropriates $941,875 to the Pipeline Safety Program for fiscal year 2015-2016, including $598,443 for regular salaries and $184,869 for personal services matching, with a maximum of 10 employees authorized.

Appropriates $1,000,000 contingency fund to the Public Service Commission Fund for unforeseen conditions, with transfers requiring approval from the Governor and Chief Fiscal Officer after review by the Legislative Council or Joint Budget Committee.
