Establishes maximum of 75 regular employees for the Arkansas Crime Information Center for fiscal year 2015-2016, with the ACIC Director earning $107,856 and other positions distributed across salary grades C109-C126.

Appropriates $7,991,132 from the Crime Information System Fund for ACIC Operations including $2,673,750 for regular salaries, $985,614 for personal services matching, and funds for maintenance, operations, conferences, professional fees, capital outlay, and data processing.

Appropriates $134,898 from federal funds for the Criminal History Improvement Program and $60,000 from state cash funds for Systems Conference operations for fiscal year 2015-2016.

Appropriates $150,000 from the Sex and Child Offenders Registration Fund for the Sex/Child Offender Registration Program, $396,009 for the Arkansas Real-Time Electronic Logbook, and $150,000 for the Arkansas Real-Time Scrap Metal Logbook.

Authorizes use of a $500,000 contingency appropriation for regular salaries and operating expenses with prior approval from the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2015 through June 30, 2016.
