Establishes a maximum of 3 regular employees for the Arkansas Waterways Commission: Director, Business Operations Specialist, and Public Information Specialist with combined maximum salary rate of Grade C127 and two Grade C116 positions.

Appropriates $255,791 from the Miscellaneous Agencies Fund for personal services and operating expenses, including $156,289 for regular salaries, $49,917 for personal services matching, and $47,030 for maintenance and operations.

Appropriates $1,000,000 from the Arkansas Port, Intermodal, and Waterway Development Grant Program Fund for grants to port and intermodal authorities for port development projects.

Appropriates $1,500,000 from a cash fund in the State Treasury for the "Three Rivers Study" examining the confluence of the Arkansas, Mississippi, and White Rivers, including personal services, operating expenses, construction, and project expenses.

Allocates association membership dues from state contributions: $3,000 maximum annually for the Lower Mississippi Valley Flood Control Association and $1,000 maximum annually each for the Ouachita River Valley Association, Red River Valley Association, Arkansas Waterways Association, and White River Valley Coalition.
