Authorizes the Arkansas Pollution Control and Ecology Commission to adopt regulations governing nutrient water quality trading programs, including trading exchanges, compliance associations, credits, and offsets.

Allows the Arkansas Department of Environmental Quality to include water quality trading arrangements in permits and issue permits to compliance associations so multiple permit holders can collectively satisfy aggregate nutrient permit limits.

Establishes a schedule of user fees collected by the department from persons or entities utilizing nutrient water quality trades or offsets, based on reasonable implementation and enforcement costs.

Creates a 9-member Nutrient Water Quality Trading Advisory Panel with representatives from agriculture, forestry, municipal wastewater treatment, public drinking water, industries, and environmental organizations to advise on program design and regulation.

Requires the Pollution Control and Ecology Commission to either obtain advisory panel recommendation or provide 60 calendar days' notice to the panel before initiating rulemaking on nutrient water quality trading regulations.
