Establishes a maximum of 69 regular employees for Northwest Technical Institute for fiscal year 2015-2016, including positions ranging from Technical Institute Director (Grade N902) to Maintenance Assistant (Grade C108).

Authorizes up to 107 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,728,360 from state funds for personal services and operating expenses, including $2,580,166 for regular salaries, $447,271 for extra help, and $872,276 for personal services matching.

Appropriates $294,054 from federal funds and $3,361,184 from cash funds for personal services and operating expenses of the institute.

Permits instructional staff to earn up to $50 per clock hour for noncredit teaching or $550 per semester hour for courses beyond defined teaching load, limited to 150 clock hours or 9 semester credit hours per school year, with funding from Private Industry sources only.
