Establishes a maximum of 62 regular employees for the Arkansas Development Finance Authority for fiscal year 2015-2016, including 1 Executive Director at $143,188 annually and various program officers, analysts, and support staff at salary grades C112 through N908.

Authorizes up to 5 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $30,308,143 in total funding from cash funds for personal services ($3,512,730 in regular salaries), operating expenses ($825,458), professional fees ($117,915), conference and travel ($81,715), grants and housing rental assistance ($6,600,000), HUD HOME Program ($16,341,215), and Federal Housing Programs ($1,400,000).

Appropriates an additional $45,718 for the Arkansas Housing Trust Fund Advisory Committee for personal services and operating expenses.

Establishes that HUD HOME Program disbursements must comply with the State of Arkansas Consolidated Plan and U.S. Department of Housing and Urban Development regulations, and declares an emergency effective July 1, 2015.
