Permits staff members at public universities, colleges, and community colleges to carry concealed handguns on campus grounds and in buildings unless the governing board adopts a policy expressly prohibiting it.

Allows governing boards to adopt policies disallowing concealed handguns near public medical schools and hospitals (within 1/2 mile radius) or near federally owned presidential libraries, with policies expiring one year after adoption and requiring annual readoption.

Permits governing boards to require staff members to complete active shooter training (up to 16 hours initially, 8 hours annually) before carrying concealed handguns, with training made available at least quarterly at no cost exceeding a nominal amount.

Prohibits licensed staff members from carrying concealed handguns into daycare or childcare facilities on campus, with violation constituting a Class A misdemeanor.

Allows governing boards to prohibit persons with out-of-state concealed handgun licenses from carrying on campus and requires institutions permitting staff to carry to submit lists of authorized staff to local law enforcement upon request.
