HB1082 Summary

• Reduces the delinquency threshold for water service termination from 25 days to 15 days past the due date for unpaid sewer bills.

• Adds requirement for sewer utilities to post notice of pending service termination at the service location front door, in addition to existing notice requirements.

• Allows sewer utilities to submit termination notices to water utilities electronically instead of only by written documentation.

• Permits water utilities to enter into written agreements with sewer utilities and other entities (including trash collection services) to handle joint billing and collection for a fee.

• When operating under a cooperative billing agreement, water utilities may terminate water service for failure to pay any portion of a combined bill without meeting the individual notice and documentation requirements of the standard termination process.
