Establishes 12 maximum regular employees for the Office of Health Information Technology for fiscal year 2015-2016, including a Director at $128,920 and 11 other positions at various grade levels.

Appropriates $6,071,961 from the Health Information Technology Fund for personal services ($732,720 in regular salaries), matching funds ($224,601), and State Health Information Exchange operations ($5,114,640).

Appropriates $2,200,000 from the Miscellaneous Agencies Fund Account for the State Health Alliance for Records Exchange (SHARE) and Office of Health Information Technology personal services and operating expenses.

Appropriates $9,442,800 in federal funds for the SHARE-IAPD Health Information Exchange program for Primary Care Providers participating in the Patient Centered Medical Home Program, allocated entirely to professional fees.

Becomes effective July 1, 2015 under emergency clause provisions, citing constitutional requirements for one-year appropriations and the need for immediate agency operations.
