Establishes maximum of 10 regular employees for the Arkansas State Claims Commission for fiscal year 2015-2016, including 5 claims commissioners, 1 director, 1 administrative analyst, and 3 administrative specialists II

Appropriates $595,163 from the State Central Services Fund for personal services and operating expenses, comprised of $359,930 in regular salaries, $139,843 in personal services matching, $92,390 in operational expenses, and $3,000 in conference and travel costs

Appropriates $1,750,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of deceased policemen, firemen, correctional officers and other state employees killed in the line of duty, and for small controversial and non-controversial claims approved by the commission

Requires the State Claims Commission to notify affected state agencies and the Department of Finance and Administration of employment compensation claim awards rather than distributing warrants directly, with affected agencies processing awards through the State Mechanized Payroll System

Effective July 1, 2015 with emergency clause due to constitutional requirement that appropriations cover only one-year periods and need for immediate agency operation
