Establishes maximum of 4 regular employees for the State Board of Collection Agencies for fiscal year 2015-2016, including one Executive Director, one Field Investigator, one Business Operations Specialist, and one Administrative Specialist III.

Authorizes up to 1 part-time or temporary employee ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates total of $1,723,790 from cash funds, including $209,541 for regular salaries, $5,000 for extra help, $67,407 for personal services matching, and $1,441,242 for maintenance, operations, conferences, travel, professional fees, and grants.

Requires the State Board of Collection Agencies to request legal services from the Attorney General before employing private attorneys, with Attorney General certification required for each special counsel engagement or annually for retained counsel.

Establishes effective date of July 1, 2015 as an emergency measure necessary for agency operations and essential governmental programs.
