Appropriates $395,414 from the Bail Bondsman Board Fund for the Professional Bail Bondsman Licensing Board operations for fiscal year 2015-2016, including $172,224 in regular salaries, $57,304 in personal services matching, and $165,886 in maintenance and general operation expenses.

Establishes a maximum of 4 employees for the board: an Executive Director (Grade C124), an Investigator (Grade C113), an Administrative Specialist III (Grade C112), and a Fiscal Support Specialist (Grade C112).

Appropriates $500,000 from the State Treasury cash fund to process security deposits and pay outstanding judgments of bail bonds companies that go out of business.

Appropriates $3,500,000 from the Bail Bond Recovery Fund for recovery of forfeited professional bail bonds.

Requires the Professional Bail Bondsman Licensing Board to retain sufficient fund balance to cover the following year's expenses and transfer 75% of excess funds to the General Revenue Fund Account at fiscal year end.
