Appropriates $1,047,181 from the City-County Tourist Facilities Aid Fund to the Office of the Treasurer of State for fiscal year 2015-2016 to pay facility debt services and operating expenses for publicly owned eligible tourist facilities.

Amends Arkansas Code 14-171-215(a)(5) to allocate $887,908 annually to the Arkansas State Fair and Livestock Show Association for fiscal years 2017, 2018, 2019, and 2020.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws.

Declares an emergency effective July 1, 2015 to ensure the appropriations are immediately available for agency operations and essential governmental programs.
