Creates the "Partnership for Public Facilities and Infrastructure Act" in Arkansas Code Title 22, Chapter 10, to establish a framework for public-private partnerships (PPPs) in developing public infrastructure and government facilities.

Requires public entities to publish requests for proposals (RFPs) for at least 60 days and select qualified respondents based on multiple factors including cost, reputation, design, financing plan, and public benefits, rather than lowest bid alone.

Establishes two-stage contracting process: interim agreements (preliminary) for project development and feasibility assessment, and comprehensive agreements (final) covering all project terms, financing, construction, operations, and maintenance obligations.

Mandates that public entities contract with attorneys and certified public accountants or financial professionals to evaluate projects before entering interim or comprehensive agreements; fees may be included in project costs.

Requires the Office of State Procurement to review and approve all qualifying projects before execution of comprehensive agreements and to promulgate implementation rules within 180 days, including criteria for project selection and accelerated review for Governor-designated priority projects.
