Creates Chapter 108 of Arkansas Code Title 17 to regulate licensure and practice of anesthesiologist assistants under the Arkansas State Medical Board.

Requires anesthesiologist assistants to be graduates of approved programs, pass the National Commission for Certification of Anesthesiologist Assistants examination, obtain two letters of recommendation from anesthesiologists, and be certified in advanced cardiac life support.

Mandates direct on-site supervision by an anesthesiologist in offices, surgical suites, or obstetrical suites, with the supervising anesthesiologist immediately available to provide assistance and direction.

Specifies 12 clinical duties anesthesiologist assistants may perform under direct supervision, including airway management, drug administration, patient monitoring, and post-anesthesia recovery care.

Allows persons with at least one year of prior anesthesiology work experience to obtain a license without examination by registering with the board before December 31, 2016; act becomes effective January 1, 2016.
