Appropriates $3,947,796 from the Miscellaneous Agencies Fund for State Operations, including $2,458,081 in regular salaries, $897,684 in personal services matching, and $577,031 in maintenance and general operations

Appropriates $34,533,600 from federal funds for Federal Operations, including $31,760,504 for grants and aid for first responder and homeland security programs

Makes additional appropriations for disaster relief grants ($103,953,272), hazardous materials ($619,329), federal surplus property program ($2,252,778), and Arkansas 911 Rural Enhancement Program ($3,000,000), with total appropriations exceeding $147 million across all programs
