Extends the expiration date of the Legislative Arkansas Blue Ribbon Committee on Local 911 Systems from January 1, 2015 to January 1, 2017

Adds new committee members including one elected county judge appointed by the President Pro Tempore of the Senate and one currently employed emergency responder appointed by the Governor

Reorganizes committee membership structure by renumbering member positions while maintaining existing roles from the Association of Arkansas Counties, Arkansas Department of Emergency Management, and state legislators

Declares an emergency finding that the committee needs to continue studying the impact of 911 emergency services on rural areas of the state to protect public health and safety

Establishes immediate effectiveness upon gubernatorial approval, expiration of veto period, or veto override by the legislature
