Establishes maximum of 219 regular employees for Ozarka College for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $5,931,398 from the Ozarka College Fund for personal services and operating expenses, including $3,850,000 for regular salaries and $500,000 for Mountain View Campus Health & Fitness Center architectural fees and construction costs.

Appropriates $14,351,000 from cash funds for personal services and operating expenses, including $3,150,000 for regular salaries, $3,500,000 for capital improvements, and $575,000 for debt service.

Makes appropriations effective July 1, 2015 and subject to compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
