Establishes maximum of 325 regular employees for Phillips Community College of the University of Arkansas across Helena, Stuttgart, and DeWitt campuses for fiscal year 2015-2016, with specified salary ranges from $41,624 to $154,578 depending on position and classification.

Authorizes up to 600 temporary or part-time "Extra Help" employees for Helena Campus, 150 for DeWitt Campus, and 150 for Stuttgart Campus, paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,432,178 in state funds for Helena Campus operations and $27,590,000 from cash funds; $1,317,176 in state funds for DeWitt Campus and $8,770,000 from cash funds; $1,831,443 in state funds for Stuttgart Campus and $9,270,000 from cash funds.

Requires all disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Higher Education Expenditures Restrictions Act, and other applicable fiscal control laws.

Takes effect July 1, 2015 under emergency clause due to constitutional prohibition on multi-year appropriations and need for immediate operational funding.
