Establishes maximum number of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 910 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $26,500,018 from state operations fund for personal services and operating expenses, including $19,967,755 for regular salaries and $700,000 for extra help.

Appropriates $221,901,642 from cash funds for personal services, operating expenses, capital improvements of $50,000,000, debt service of $10,773,118, and fund transfers/investments of $27,559,027.

Becomes effective July 1, 2015 as an emergency measure necessary for agency operations, with all expenditures subject to state procurement law and fiscal control requirements.
