Establishes maximum of 489 regular employees for Southern Arkansas University for fiscal year 2015-2016 with specified salary ranges, including president at $202,883, vice presidents at $139,982-$149,500, and faculty positions ranging from $41,624 to $117,831

Authorizes up to 1,900 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $17,329,586 in state operations funding, including $14,939,087 for regular salaries, $2,025,000 for personal services matching, $80,340 for operating expenses, and $255,159 for funded depreciation

Appropriates $100,000 for SAU-System operations and $54,000,000 from cash funds for regular salaries, extra help, operating expenses, capital improvements, and debt service

Authorizes tuition reimbursement for faculty pursuing additional education in critical shortage areas and allows coaches of multiple sports special allowances up to $10,000 per fiscal year, effective July 1, 2015 through June 30, 2016
