Establishes 60 maximum employees for the Department of Human Services Division of County Operations Medicaid Expansion Program, including 1 Program Manager, 7 Program Eligibility Supervisors, 44 Program Eligibility Specialists, and 8 Local Office Administrative Assistants for fiscal year 2015-2016.

Establishes 2 maximum employees for the Department of Human Services Division of Medical Services Medicaid Expansion Program, consisting of 1 DHS Program Manager and 1 Policy Development Coordinator for fiscal year 2015-2016.

Appropriates $2,884,501 to County Operations for personal services, matching funds, operating expenses, and data processing services.

Appropriates $113,521 to Medical Services for personal services, matching funds, and operating expenses.

Appropriates $66,707,474 to Medical Services for grant payments covering $62,510,440 for hospital and medical services and $4,197,034 for prescription drugs, with provisions allowing the Director to transfer funds between these two categories with Governor approval and Legislative Council approval.
