Establishes a maximum of 1,871 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2015-2016, including 5 general physicians, 1 deputy director, and various administrative and program specialist positions.

Authorizes up to 37 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $126,853,802 for operations including $62,016,991 for regular salaries, $23,881,726 for personal services matching, and $9,073,483 for data processing services.

Appropriates $34,787,416 in federal grant funds for programs including Low Income Energy Assistance Program ($29,400,000), Shelter Plus Care Program ($2,004,028), Emergency Food Program ($727,563), and others.

Appropriates additional funds for state grants ($4,000), other grants totaling $28,380,947 (including TANF Block Grant of $18,277,650), commodity distribution ($291,300), and hunger coalition grants ($995,113), with total appropriations of approximately $191.3 million.
