Amends Arkansas Code § 7-1-101(17) to redefine "majority party" to mean the political party receiving the greatest total number of votes for constitutional offices if no single party holds a majority of elected constitutional offices.

Amends Arkansas Code § 7-1-101(20) to redefine "minority party" based on a tiered approach: the party with the second-most elected constitutional offices, or if multiple parties have equal representation below a majority, the party receiving the second-greatest total votes for constitutional offices.

Establishes that when no political party holds a majority of constitutional offices, the two major parties are identified by popular vote totals for constitutional offices rather than by elected office count alone.

Declares legislative intent that county boards of election commissioners should reflect the political party affiliations of Arkansas voters as voting patterns change over time.
