Adds concierge service arrangements to the list of entities exempt from hospital and medical service corporation laws under Arkansas Code § 23-76-103(c).

Clarifies that health care sharing ministries are faith-based nonprofit organizations that facilitate voluntary contributions among participants and are not insurance companies, requiring specific written disclaimers.
