Appropriates $129,261 to the Arkansas Cemetery Board for fiscal year 2015-2016, consisting of $2,100 for regular salaries, $161 for personal services matching, $72,000 for operating expenses, and $55,000 for loans.

Requires the Arkansas Cemetery Board to request legal services from the Attorney General before employing attorneys and paying for their services from appropriated funds.

Mandates that all fund disbursements comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws.

Establishes that disbursed funds must be used in compliance with stated reasons for adoption, as documented in budget manuals, letters, or testimony before the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2015, finding that annual appropriation restrictions in the Arkansas Constitution make immediate effectiveness essential for agency operations.
