Repeals the Health Care Independence Act of 2013 (Arkansas Code § 20-77-2401 et seq.) effective July 1, 2015, eliminating all eligibility categories created under that program.

Creates a temporary phase-out period through December 31, 2015 for existing enrollees who were covered as of June 30, 2015, allowing them to maintain coverage if they continue meeting the original eligibility requirements.

Prohibits new enrollment in the temporary coverage and requires immediate disenrollment of anyone no longer meeting eligibility requirements; persons disenrolled are ineligible to reenroll.

Mandates that federal funds cover 100% of temporary coverage costs and state funds cannot be used for any costs associated with the program or its phase-out.

Declares an emergency to allow the Department of Human Services to efficiently conduct its duties in terminating the program while providing a phase-out period for existing participants.
