Establishes maximum of 212 regular employees for University of Arkansas Community College at Hope for fiscal year 2015-2016, including administrative, classified, academic, and auxiliary positions with specified salary ranges.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates complying with the Uniform Classification and Compensation Act.

Appropriates $6,552,928 from state operations fund for personal services, comprised of $5,066,164 for regular salaries and $1,486,764 for personal services matching.

Appropriates $12,049,640 from cash funds for operating expenses, capital improvements, debt service, and other institutional needs for the fiscal year ending June 30, 2016.

Becomes effective July 1, 2015 on an emergency basis to ensure continuity of essential college operations and programs.
