Amends Arkansas Code § 24-10-701(a) to clarify that police officers and firefighters in the Arkansas Local Police and Fire Retirement System may elect to participate in the Local Police and Fire Deferred Retirement Option Plan and defer receipt of benefits.

Changes Arkansas Code § 24-10-702 to specify that "credited service" does not include volunteer service or other purchased service credits under the Arkansas Local Police and Fire Retirement System.

Allows active members in paid service to use up to 36 months of actual volunteer service credit to become eligible to participate in the Local Police and Fire Deferred Retirement Option Plan.

Prohibits the accrual of any additional service credit upon enrollment in the Local Police and Fire Deferred Retirement Option Plan.
