Appropriates funds for the Department of Arkansas Heritage for fiscal year 2015-2016, establishing a maximum of 152 regular full-time employees across various positions and classifications

Allocates total appropriations of approximately $20.8 million across multiple divisions including Director's Office ($1.8M), Conservation Tax/Amendment 75 ($7.5M), Delta Cultural Center, Arts Council, Mosaic Templars Cultural Center, Natural Heritage Commission, and Historic Arkansas Museum

Authorizes the Natural and Cultural Resources Council to distribute $30 million for state-owned lands or historic sites and $3 million for historic preservation and Main Street programs

Effective July 1, 2015, with emergency clause provisions to ensure continuity of department operations and essential governmental programs
