Establishes maximum of 235 regular employees for Cossatot Community College of the University of Arkansas for fiscal year 2015-2016, with salary ranges from $41,624 for part-time faculty to $154,578 for Chancellor.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $5,308,421 from state operations funds for regular salaries ($3,405,421), extra help ($55,000), personal services matching ($842,000), and maintenance and general operations ($1,006,000).

Appropriates $24,927,000 from cash funds for regular salaries ($4,225,000), extra help ($715,000), personal services matching ($2,005,000), maintenance and general operations ($9,722,000), capital improvements ($2,000,000), debt service ($985,000), and promotional items ($25,000).

Takes effect July 1, 2015 under emergency clause to ensure continuous operation of the college for the fiscal year.
