Establishes maximum of 308 regular employees for East Arkansas Community College (EACC) for fiscal year 2015-2016, with detailed salary schedules for administrative, classified, and academic positions ranging from $41,624 to $154,578 annually.

Authorizes up to 249 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,712,789 from the EACC Fund for state operations, including $4,623,814 for regular salaries, $21,000 for extra help, $1,150,000 for personal services matching, and $917,975 for operating expenses.

Appropriates $27,400,000 from cash funds for personal services, operating expenses, capital improvements of $15,593,266, debt service, and fund transfers.

Effective July 1, 2015, with emergency clause declaring the appropriation essential to agency operations and public services.
