Establishes a maximum of 390 regular employees for National Park Community College for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 402 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $11,101,514 from the National Park Community College Fund for state operations, including $8,050,339 for regular salaries and $2,100,000 for personal services matching.

Appropriates $46,015,000 from cash funds for personal services and operating expenses, including $10,500,000 for capital outlay and $10,000,000 for capital improvements.

Becomes effective July 1, 2015 as an emergency measure necessary for the agency's operations, approved February 27, 2015.
