Amends Arkansas Code § 16-17-108(a)(84) regarding salaries and personnel of the Sebastian County District Court in Fort Smith

Requires the three district judges (Departments 1, 2, and 3) to jointly appoint a qualified state elector to serve as district court clerk

District court clerk must have at least five years of prior experience as a court clerk, deputy court clerk, or equivalent education and experience as determined by the Fort Smith Director of Human Resources

Appointment and removal of the district court clerk must comply with Fort Smith's current personnel policies in place at the time of appointment and removal

Establishes that salaries of district court clerks, deputy clerks, court personnel, and special judges, plus operating expenses, shall be paid 70% by the City of Fort Smith and 30% by Sebastian County
