Creates the Arkansas Military Heritage Protection Act by adding a new subchapter to Arkansas Code Title 22, Chapter 3

Prohibits relocation, removal, alteration, renaming, rededication, or disturbance of monuments commemorating 17 specified military conflicts and operations, including the Civil War, World Wars I and II, Korean conflict, Vietnam War, and Operations Desert Storm, Enduring Freedom, and Iraqi Freedom

Exempts monuments on State Highway Commission property that may interfere with public transportation construction or maintenance, and allows temporary relocation for necessary repairs if the monument is returned to its original position

Allows governmental entities to conduct proper protection, preservation, care, repair, and restoration of monuments, and permits museums to relocate interior monuments for increased visibility while maintaining original intent and structure

Establishes a Class D Felony penalty for knowingly violating the act
