Establishes maximum of 311 regular employees for Black River Technical College for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 75 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,630,366 from the Black River Technical College Fund for state operations, including $6,113,516 for regular salaries and $2,223,088 for personal services matching.

Appropriates $50,544,200 from cash funds for personal services and operating expenses, including $11,900,000 for regular salaries, $12,863,200 for capital outlay, and $555,240 for debt service.

Declares emergency clause making the act effective July 1, 2015, finding that delayed implementation would harm proper administration of essential government programs.
