Establishes a maximum of 187 regular employees for Arkansas State University - Mountain Home for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 70 part-time or temporary "Extra Help" employees at rates compliant with the Uniform Classification and Compensation Act.

Appropriates $5,557,139 in state operations funds for personal services, matching contributions, and maintenance and general operations.

Appropriates $32,870,000 in cash funds for salaries, extra help, personal services matching, maintenance and operations, capital improvements, debt service, and other operational expenses.

Requires all disbursements to comply with state procurement, accounting, budgetary procedures, and fiscal control laws; takes effect July 1, 2015 as an emergency measure.
