Establishes maximum of 316 regular employees for Mid-South Community College for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,211,501 from the Mid-South Community College Fund for regular salaries ($4,500,000), extra help ($300,000), personal services matching ($1,100,000), and maintenance and general operations ($311,501).

Appropriates $77,985,000 from cash funds for regular salaries ($15,000,000), extra help ($1,600,000), personal services matching ($5,500,000), maintenance and operations ($10,950,000), professional fees ($30,000,000), capital improvements ($9,000,000), and other expenses.

Appropriates $2,045,000 to distribute among ADTEC and University Center Partners, with allocations to seven institutions including Mid-South Community College ($546,803), East Arkansas Community College ($280,267), and Arkansas State University Jonesboro ($419,683).
