Appropriates $22,945,439 from the Pulaski Technical College Fund for regular salaries in state operations

Appropriates $298,160,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and other college operations, including $18,800,000 for regular salaries, $25,000,000 for personal services matching, and $150,000,000 for operating expenses

Declares emergency effective July 1, 2015, and requires all disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws
