Establishes a maximum of 133 employees for Rich Mountain Community College (RMCC) for fiscal year 2015-2016, including administrative, classified, academic, and auxiliary enterprise positions with specified salary rates.

Authorizes up to 80 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $3,496,298 from the Rich Mountain Community College Fund for state operations, including $2,395,000 for regular salaries, $26,298 for extra help, $545,000 for personal services matching, and $530,000 for operating expenses.

Appropriates $10,120,000 from cash funds for college operations, including $3,200,000 for regular salaries, $350,000 for extra help, $1,500,000 for personal services matching, $1,750,000 for operating expenses, $375,000 for conferences and travel, $2,250,000 for capital outlay, $300,000 for capital improvements, and $380,000 for debt service.

Declares an emergency clause effective July 1, 2015, to ensure uninterrupted college operations, as Arkansas Constitution limits appropriations to one-year periods.
